[Browser UI] Introduce TabListBridge Introduce a new class, TabListBridge, which implements the new TabListInterface and is owned by BrowserWindowFeatures. This is a step towards being able to use this class in shared code on the experimental desktop android platform, such as in extension APIs. This CL introduces the class and implements a single method, GetTab(). Following CLs will add more capabilities to the class. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
