[M136] Update the text on the signout dialog on Desktop NOTE TO GARDENERS: Please do not revert this CL if this causes PixelTest failures. New images cannot be approved on a branch, thus these are bound to cause test failures. This CL also updates the button order for the unsynced data dialog during signin pending state: "Sign out anyway" button is marked as the primary action. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
