Convert OnCaptureResult from IPC macro to mojo

Converts an IPC Macro enum, struct, and message to their Mojo
equivalents. One difference is that instead of adding a type
mapping for DesktopFrame, I manually read/write the fields
in the DesktopSession{Agent|Proxy}. This is because I didn't
want to add SharedMemory and DesktopRegion typemaps just for
an id and some DesktopRects. Also DesktopSessionProxy uses the
id to reference the map of shared memory from a previous IPC
call so it doesn't seem possible to deserialize DesktopFrame
into a SharedMemoryRegionDesktopFrame without a lot of extra
work.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
