chrome: Generalize night_light_slider to settings_scheduler_slider - Turned `night-light-slider` to a generic component: a scheduler slider `settings-scheduler-slider` that pref starttime and endtime can be specified for slider reuse. - Move night light start/end time aria label strings to `IDS_SETTINGS_START(/END)_TIME` added to main section settings. - night-light-slider does not have a unit test, so this CL also added test for the generic version. - Support polymer3. Bug: 1225865 Test: Manual and `browser_tests --gtest_filter=*SettingsSchedulerSlider*`. Learn how to Get Around the Chromium Source Code Directory Structure .
For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
