Remove --app-shim-error command line switch. This switch is used by an app-shim to launch chrome when it fails to dlopen chrome, if the shim was launched by chrome, to tell chrome to rebuild the app shim and try launching it again. However, when Chrome is what launches the app shim, it already detects early termination of the app shim, triggering a rebuild and relaunch that way. Furthermore this switch never worked right for PWAs. So rather than trying to fix it for PWAs, this just removes the switch entirely. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
