[FedCM] Remove call to delete_all_cookies I added delete_all_cookies to delete state between tests. However, it does not work for that purpose because: - delete_all_cookies only clears cookie state, not other state - it only affects cookies for the currently loaded page, i.e. the RP. But we only set cookies for the IDP hosts. Delete it to avoid doing unnecessary work. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
