Deflake ...ShouldAcceptKeysFromTheWebAndFetchThemThroughCrosapi test Problem: 1. NotificationDisplayServiceTester calls SetTestingFactory() upon destruction, causing subsequent calls of NotificationDisplayService::GetForProfile() to return nullptr. 2. SyncErrorNotifier uses NotificationDisplayService w/o null check (seems legit in prod) when notification should disappear. 3. Keys missing notification is likely to disappear during test tear down (not a part of test expectations), making the test quite flaky. To mitigate, NotificationDisplayServiceTester now outlives the Profile. Verified locally, the test was very flaky before the fix and passed several hundred times w/o failure after. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
