Register penguin for Terminal when we set crostini.enabled Register penguin container as soon as we set crostini.enabled pref to true. This ensures that even if install fails at some point, users will be able to see pengin in Terminal. The act of trying to start penguin will either fix the broken install or at least provide an error message. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
