[CR2023] Add more icon sizes to components/vector_icons The default font size of these icons is 20 so we should have the 20 size icon with the correct font weight. In the process, I've made it consistent so all icons will have 16, 20 and 24. Screenshot of some of the icons used. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
