[Benefits] Add Initial American Express Credit Card Benefits Optimization Types In this CL, we add the optimization types for American Express credit card benefits for the two categories we are supporting in the MVP. go/pay-autofill-chrome-benefits-design Low-Coverage-Reason: This CL is adding config setup for the optimization types and when they are called in future CLs tests will be added. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
