testing: Increase shards of chromeos-betty-pi-arc-chrome-dchecks (10 -> 20) Before this CL, the DCHECK builder (chromeos-betty-pi-arc-chrome-dcheck) uses 10 shards, that is fewer than 15 of the non-DCHECK builder (chromeos-betty-pi-arc-chromed). As the result, the DCHECK builder constantly fails due to timeout. Considering the DCHECK builder is slower than the non-DCHECK builder, it should be more than 15. This CL sets 20. Also this CL adds `--tast-shard-method=hash` which shuffles the execution list to distribute the tests to shards. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
