[IOS][LO] Fix tab switcher snapshotting on navigation on the same tab

This CL aims to fix snapshotting issues where the tab switcher and
tab swipe card are displaying incorrect snapshot showing the overlay
while there is a webpage loaded instead on the tab invoking LO
