Save extension request justification to profile prefs When a user enters justification for their extension request, it will be stored in their profile prefs. Eventually, the justification text will be propagated to the server so that admins can view it. Until then, the justification textfield will be hidden behind an experimental flag. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
