[FedCM] Fix showing 3-line accounts in multi IDP continue button dialog

Currently, if we initially show multi IDP UI and select an account, the
next dialog shows 3 lines instead of 2 for the account row being
confirmed because we do not unset the visibility of the secondary
description. This CL fixes that.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
