Don't show reading list toast when side panel is showing The main benefit of the toast is confirmation that the action succeeded and a link to open the side panel. When the side panel is showing already then the link to open the side panel isn't needed and the confirmation that the action succeeded is the presence of the new entry in the reading list side panel. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
