Revert "[Expired Histograms] Remove content capture task histograms" This reverts commit 62f8d356180e363eaf1407ff1533ea790d281aa4. Reason for revert: ContentCapture is in low-maintenance mode, but we'd like to know how it's used (so we can decide whether to keep maintaining it) so we are adding back the removed expired histograms. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
