Add VP8 V4L2 v_d_a_tests to Chromium CI builders This CL adds a video test to Chromium CI builders for a VP8 bitstream to test and monitor it's functionality. Note that this CL runs this test in its tryjob enabled by the "Include-Ci-Only-Tests" footer. Or this test can be run by the mega cq. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
