Fix EstimatedSizeInBytes() for ETC1 ETC1 is stored as 4x4 blocks so an accurate size requires rounding height and width up. This size is currently only used for memory reporting so the inaccuracy isn't a problem (yet), but it might as well be accurate. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
