Add test to verify ConnectivityService closes QUIC connection

Cronet built for Android platform register/unregister QUIC connection
close payload.
When the app loses network access (e.g. due to freezer or firewall
chain), ConnectivityService 1)destroys the registered UDP socket by
sending a SOCK_DESTROY netlink message and 2)sends the registered UDP
payload to the server.
This prevents unnecessary modem wakeups caused by packets from the
server after the apps lose network access.

This CL adds test to verify this feature using QuicTestServer

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
