[FilesTrash] Extract IO thread move operation as common utility The trashing operation will rely on the Move operation to move files from their location to the associated .Trash folder somewhere on the parent path. Extract this to a common location so Trash can use this logic as well. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
