Add MediaItemUIUpdatedView as a new MediaItemUI

Initial commit to create classes and need more implementation in future
CLs. This UI will be used for the updated non-cros GMC and combines
the functions of MediaItemUIView and MediaItemUIDetailedView to remove
redundant codes.

Add this class to MediaItemUIListView and eventually MediaDialogView
under the media::kGlobalMediaControlsUpdatedUI flag to make testing the
UI easier.
