Reland "[OOBE] Introduce lazy loading mechanism" This is a reland of commit abe5c7331e1d7d98dcd182fdbdc74c6dc8e9aa43 The original CL uncovered an erroneous ChromeVox test that became flakier because it interacts with the tts extension at the same time that OOBE loads. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
