graphite: Fix incorrect YUV-RGB conversion capability check

https://crrev.com/c/4612331 added a check in CopyRGBATextureToVideoFrame
for supports_yuv_rgb_conversion to early out when not supported. This
check is only correct for OOP raster. Non-OOP raster can still use a
fallback path that does the conversion using Skia over GL decoder. This
CL fixes the check and should fix tast failures seen on ChromeOS.
