[iOS] Use component/safe_browsing for choosing Safe Browsing preference Currently, we change the Standard/Enhanced Safe Browsing preferences by using PrefBackedBooleans. This CL changes logic so that the preference values are changed through code in component/safe_browsing. This ensures that if there are any changes in how the Safe Browsing preference is decided, the Safe Browsing setting code won't break. Additionally, we have similar logic in files that follow this expression `safe_browsing_standard_protection_*` but we cannot add component/safe_browsing here yet since safe_browsing:: IsStandardProtectionEnabled isn't implemented yet. Changes to these files will be made in a follow up CL when this method is implemented. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
