Update HTTP Auth to use NetworkAnonymizationKey. This key will be used to partition the network state in place of NetworkIsolationKey. It will keep track of the top_frame_site, the frame_site, an optional nonce and a bool indicating if the frame_site is cross site from the top_frame_site. These properties may be used to partition the network state and are needed to experiment with different partition key schemes. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
