Prevent click/scroll events from bleeding through the BookmarkBar.

Without this logic, this would allow you to right click on the bookmark
bar, and have that bleed through to the underlying web page (triggering a
page level context menu). This ensures all click events that are not
consumed by child views will be consumed at the parent view.
