[Extensions] Log NoSuchExtension error by function and refine error msg

There are a few crbugs with the same uninformative crash signature:
in the chrome://extensions page, there is a race condition where an
extension is expected to exist for a developerPrivate API call that
takes in an extension ID, and if it doesn't exist, the
"No such extension." error is thrown.

There is no handling in promises for this error and multiple functions
throw this... This CL adds:
- a histogram to log when this error is
thrown, separated by function. This should help inform a fix?
- the function name to the error to better distinguish incoming crash
  reports

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
