Add some missing include files in base unittests. The code in checked_ptr_unittest.cc uses INT_MIN but fails to include climits header file. In case of stack_copier_unittest.cc the code uses std::memcpy which is declared in cstring header. This leads to build failures on Linux when using libstdc++ instead of bundled libcxx. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
