Remove dead MemoryPressureBasedSourceBufferGC feature We ran experiments with this long ago and didn't see any improvements with the spec-compliant version. We'd need to implement ManagedMediaSource in order to use the instance GC version. Since we don't have plans to do that, go ahead and remove the code. It's not used by Cast even. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
