[Autofill] Fix condition in FormDataImporter::GetAddressObservedFieldValues()

This CL fixes a bug in the refactoring CL crrev.com/c/6256118:

  if (!foo || x != y) return false;

was changed to

  if (foo || x == y) return true;

instead of

  if (foo && x == y) return true;
