feedback: Add Wifi debug logs to reports when selected

- Add a new field "send_wifi_debug_logs" to the Report struct in mojom.
- Set the above field to true if users opt in.
- Add a new field "send_wifi_debug_logs" to the FeedbackParams struct
  to record the user's intention.
- The wifi debug logs is not yet added to reports. It will be done in
  a followup CL.
