[UPMAccessLossWarning] Show the sheet on startup The access loss warning sheet is shown on Chrome startup. The change of the ChromePasswordManagerClient is hard to test because it would be necessary to create the bridge every time client is created and then pass it to the client so a mock could be used in tests. The bridge should then only be created for Android, which would further complicate the change. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
