[Tab Group Parity] Do not notify new group creation on undone closure

On longpress tab group creation, tabs added to the group will have a
parent tab associated with it. This becomes problematic on undoing a
closure since it will notify didCreateNewGroup when that should not be
the case. This added boolean flag prevents that from triggering.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
