Add JavaScriptFeature::GetWebFramesManager With the creation of a WebFramesManager for the isolated world in crrev.com/c/4297679, some features can now move from the page content world to the isolated world. In order to support this move, this new API allows for features to obtain the correct WebFramesManager without needing to manually specify the desired content world. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
