Switch to using base::Value::List in chrome/browser/policy In particular, replace uses of base::Value::ListStorage and base::Value::GetListDeprecated(), both of which are deprecated. Also update some of the surrounding code to use base::Value::Dicts instead of deprecated methods. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
