[HPS Notify] Added prospective translate strings. Added strings to use in the upcoming settings page for HPS notify. At present they shouldn't be translated since the strings themselves have not been finalized. However it is useful to submit the working strings to allow for idiomatic settings page development. When the strings are finalized, we will update them here and go through the best-practice process of uploading translation screenshots. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
