[GridNG] Removing LegacyTrackList and auto_repeat_track_sizes in GridNG

First CL to remove the use of legacy track lists and
|auto_repeat_track_sizes| in NG Grid. The only missing references are in
the current implementation for auto repeaters in |ComputedStyleUtils|
and |StyleBuilderConverter|. Once the TODO in |ValueForGridTrackList|
related to adding support for track lists with auto and integer
repeaters is addressed, we can safely remove the use of legacy variables
in GridNG.

Note that |is_ng_grid| should be replaced with a |LayoutNGEnabled|-type
query. As legacy grid can be forced via fragmentation, querying
|LayoutNGEnabled| is currently unreliable.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
