Update compose.proto to match the server version. This CL updates the Chrome version of compose.proto to match the server version in preparation for syncing the protos via copybara. This only updates the ordering of the entities in the file and updates comments. There are no functional changes to the protos. There are still some differences between the two versions of the proto, and these will need to be handled in the copybara config. These differences include: * Adding in the Chrome header. * Changing the package. * Changing the import path for common_data.proto. * Changing the file level options. * Changing the declaration of the field using the UserFeedback enum. The diff between the two versions can be seen here: https://diff.googleplex.com/#key=mxqesKQdBKJ7 The field names in ComposeLoggingData need to be updated (see b/342210394), but this will be done in a separate CL, since this will need to be done for other features as well. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
