[UPMLocalPwd] Call the account store when SyncService is initialized

With the store separation, the account store on android will also
need to know when the user is syncing passwords or not.

Note: For now, the account store on Android is meant to be used only
if the user enabled password sync. This is different than the
account store usage on other platforms.

This change has no effect on platforms other than Android.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
