Reland "Apply minimum content length check for Readability distillation only."

This reverts commit 1302b5345128780c17987b504b93b4c511718011.

Reason for revert: Disabled the additional test cases that are unrelated to the minimum content length check which test for network availability. This is a separate issue that requires investigation.
