Android: Fix crash caused by NOTREACHED() on ReadingListWillUpdateEntry On all platforms except Android DualReadingListModel::ReadingListWillUpdateEntry / DualReadingListModel::ReadingListDidUpdateEntry are expected to not be reached if DualReadingListModel::suppress_observer_notifications_ is not true, this is because those platforms are treating the readinglist models only through the DualReadingListModel. This is not the case on Android, on Android the local readinglist model and the account readinglist model are treated separately. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
