[iOS][follow-entry] Add feature flag for following entry points work This CL adds the initial feature flag for work on the new following feed entry points. Currently, only enabled/disabled groups are supported, but as I progress on creating treatment groups to tweak other UI components on NTP, parameters will be added and more variations will be included in about_flags.mm. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
