Add lock to AlternativeStateNameMap. To prevent the class from accessing its localized_state_names_map_ and localized_state_names_reverse_lookup_map_ members, a lock is added. It locks all reads/write from the aforementioned members. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
