[UPMLocalPwd] Additional histograms for APIError and ErrorCode

Besides recording overall histograms for APIError and ErrorCode per
password store backend, sub-overall histograms per store are added in
this CL.

Example existing overall histogram:
PasswordManager.PasswordStoreAndroidBackend.APIError
Example new sub-overall histogram:
PasswordManager.PasswordStoreAndroidBackend.Local.APIError

Adding the histograms was suggested in the comments in
crrev.com/c/5250140.

PasswordManager.PasswordStoreAndroidBackend.Account.ErrorCode
PasswordManager.PasswordStoreAndroidBackend.Local.APIError
