Remove unintentional testing of patch_version

This CL restores the previous state of this test - it was accidentally added when trying to de-duplicate tests that were no longer needed when removing the ForceMajorVersionToMinorPositionInUserAgent policy and feature.

(Also add back a test for the UserAgentReduction policy kForceDisabled state.)

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
