[ZPS] Records HTTP cache validity metric for zero-suggest responses Adds a new feature param for omnibox::kZeroSuggestPrefetching used to place users in counterfactual groups. Counterfactual groups issue a follow-up non-cacheable request if the response is loaded from the HTTP cache. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
