[GridNG] Use merged line names for inspector overlay

The inspector overlay was looking at the computed style for grid line
name information, which doesn't include subgrid merged line names. This
CL changes this for both implicit and explicit grid line names and adds
a unit test.

I discovered during testing that grid-area support isn't working, as
the line name resolver handles grid-areas simply by merging implicit
grid lines, as that's all that's necessary for laying out items in
grid areas. However, for devtools, we'll need a merged grid area map,
so this is marked as a TODO.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
