[ViewsAX] Moving applicable ParentConnection logic up to AXTreeManager

In this CL we've continued moving logic from
BrowserAccessibilityManager up to AXTreeManager as part of the
refactoring. This way, ViewsAXTreeManager will be able to
use the same logic and functions. In this specific case, we move the
non web content specific logic on ParentConnectionChanged from
BrowserAccessibilityManager to AXTreeManager, leaving the override for
web content specific logic on BrowserAccessibilityManager.
As a result of this, there is some duplicate logic that must remain
in both places, since the implementation on
BrowserAccessibilityManager does some work on notifying
BrowserAccessibility objects and AXTreeManager does not have
access to this.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
