[ACT][Cleanup] Remove 3PCD UI from desktop UB.

This also removes other usages to the the TP feature list / 3PCD 100%
UI, as well as usages of has_act_features in the UI views. This restores
the regular UB UI with ACT UB functionality.

In follow-up CLs we will remove the TP feature list entirely, but this
is just so that we can cleanly remove the param next across desktop and
clank.
