[Watermark 2.0] Add kEnableWatermarkCustomization feature flag This change introduces the base::Feature flag kEnableWatermarkCustomization which will be used to control the availability of watermark style customization options. Currently, this flag is not connected to any logic; that will be done in a follow-up CL. This is part of the effort to allow rolling out the watermark customization (Watermark 2.0) features gradually. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
